About the Position

The Asian Disaster Preparedness Center (ADPC) is inviting applications from Indian nationals for a consultancy position as State Project Coordinator under the Institutional Strengthening through Preparedness and Inclusive Response in India (INSPIRE) Programme. The assignment will be based in Bhubaneswar, Odisha, with travel to districts and partner institutions as required.

The consultancy will support disaster risk reduction, climate action, institutional strengthening, capacity building, and large-scale preparedness initiatives across Odisha. The successful consultant will work closely with ADPC, the Odisha State Disaster Management Authority (OSDMA), the State Institute for Disaster Management (SIDM), district administrations, and other programme partners.


About the INSPIRE India Programme

INSPIRE is a collaborative initiative involving ADPC, the National Disaster Management Authority (NDMA), the National Disaster Response Force (NDRF), and state-level institutions in Odisha, Gujarat, and Kerala. The programme aims to strengthen institutional systems for disaster preparedness and climate action while promoting risk-informed planning, local capacity development, innovative solutions, and regional cooperation.

In Odisha, the programme is being implemented in partnership with OSDMA under an MoU signed in March 2025. Key activities include strengthening SIDM, developing modern training systems, supporting risk-informed planning, improving local preparedness, and introducing IT-enabled tools for grassroots stakeholders. A major component involves developing and rolling out structured training programmes for Panchayati Raj Institution (PRI) functionaries across the state.
