About the Organization

The Network for Empowered Aid Response (NEAR) is a membership-based movement of local organizations working to reshape the humanitarian and development system into one that is locally led, equitable, accountable, and community-owned. Its membership spans four major regions: Africa, Asia and the Pacific, Latin America and the Caribbean, and the Middle East. NEAR is currently hosted by Adeso (African Development Solutions), a respected African-based international humanitarian and development organization.


About the Position

The M&E Manager is a newly established position within NEAR's Learning Team, reporting directly to the Learning Director. The role has been created to strengthen the organization's data systems, results measurement, and evidence generation as its portfolio of donor-funded programs, member engagement initiatives, and collaborative projects continues to grow. Unlike the Learning Manager, who focuses on organizational learning, facilitation, and knowledge sharing, the M&E Manager will lead the technical aspects of monitoring, evaluation, and data management.


Key Responsibilities

Member Survey ManagementDesign survey instruments, coordinate data collection, clean and analyze datasets, produce accessible reports and visualizations
Monitoring & Results FrameworksMaintain organizational indicator frameworks, track progress against donor commitments, conduct indicator quality audits, identify data gaps
Grant Monitoring & MEL SupportDevelop and maintain MEL frameworks, support donor reporting, document methodologies, strengthen reporting for grant-funded initiatives
Systems DevelopmentManage MEL systems using Asana or similar platforms, support redesign of MEL systems planned for 2027, develop documentation and data management protocols

MEL SystemsExperience designing and managing MEL systems
Survey MethodologyExpertise in survey administration and analysis
Indicator FrameworksExperience maintaining frameworks across donor-funded programs

Project ManagementProficiency in Asana or equivalent software
DocumentationStrong documentation and data management skills
CommunicationTranslate technical findings for non-technical audiences
